How brokers handle round-ups
The company decides whether fractional shares are rounded up. Your broker decides how and when that shows up in your account, and whether it is happy with the activity at all.

| Robinhood | Broker help page Help page says round-ups are paid to eligible shareholders when received from the issuer, typically settling about 3-4 weeks after the corporate action; only beneficial-holder-level round-ups issue round-up shares to individual holders (not participant-level). With multiple individual accounts, the round-up is based on total fractional holdings and adjusted in the primary account.
